Although best known for her Valdemar / Heralds series Mercedes Lackey also writes other series. The Elemental Masters series is set in 19th century London and and England.
They have romance elements yet with serious notes of irony that make them suitable for all ages though ideally for teenagers I would say.
This particular book is actually set in Blackpool and a music hall where Ninette Dupond has fled from Paris escaping poverty to a new life and indentity pretending to be a Russian Ballet Dancer. She is aided by a magical talking Cat and fortunately for her the owner of the Music Hall is a Elemental Master, a Magician who commands the Air Elementals.
Why is this fortunate? The Real Nina is no longer human having been absorbed literally a few decades ago by an Earth Elemental who enraged to discover another woman is using her name in a fit of malice and rage decides to go to England and absorb the girl. By stealing her body and memories she 'll have her revenge and be sparing questions about the numbers of her lovers and patrons who die.
Buy Nina has friends and allies whereas the Troll NIna has only servants.
