What if Picard had been killed while Locutus and Lal Data's "child" had survived. how would the Federation respond?

What if the Vulcans never had Surak's teachings and never cofounded the Federation? Captain Sulu of the Interstellar Guard has to save his daughter Demora from the barbarians of Vulcan.

What if Arne Darvin had never been revealed to be a Klingon agent and Nils Baris became Federation president and famous diplomat as he very traits that annoyed Kirk impressed the Klingons?
